Marshall Islands Rolls Out World's First UBI Program Featuring Cryptocurrency Payouts

The Marshall Islands has launched a national basic income guarantee program providing quarterly payments via digital currency, in addition to more traditional options. Analysts call it the pioneering program of its kind globally.

How the Scheme Works: Regular Payments and Multiple Payment Options

As part of the initiative, all eligible residents will receive disbursements every three months of about $200. The measure aims to ease cost of living pressures. Initial payments were distributed in the end of last month, with citizens able to choose their preferred method for the funds: via direct deposit, as a paper check, or as cryptocurrency through a official blockchain wallet.

"Our administration want to make sure no one is left behind," stated a senior finance official. "This amount per person each quarter, which is about $800 a year, is not meant to force you to quit your job … but it’s like a morale booster for people."

Financing the Initiative: A Multi-Billion Dollar Trust Fund

The UBI scheme is funded through a substantial trust fund created as part of a deal with the US. The endowment contains over $1.3bn in assets, with additional commitments of $500m planned through 2027. Part of the aim involves providing compensation for historical nuclear testing carried out in the region.

An Innovative Digital Approach: Blockchain Tech for Remote Communities

The digital currency delivery method uses a stablecoin pegged to the US dollar. Officials developed this to solve the logistical challenge of delivering funds across numerous remote islands. "We saw the potential in what this technology has to offer," noted the minister.

Blockchain is best known as the underpinning for bitcoin, but it can also be used for conventional financial instruments like sovereign debt, which support this initiative.

Challenges and Adoption: Internet and Infrastructure

However, specialists caution that blockchain transfers alone do not ensure financial inclusion. In a nation where internet connectivity is unreliable and frequently disrupted, basic infrastructure remains a requirement. "Boosting connectivity, increasing device ownership – such elements are the minimum for a blockchain-based system," an expert said.

Early figures indicate most recipients are opting for traditional methods. Roughly six in ten of the initial disbursements went into bank accounts, with the remainder taken as physical checks. Only a small number – about 12 people – have signed up for the digital wallet method so far.

On-the-Ground Impact: Meeting Needs

Officials working on the implementation have traveled to outer islands to enroll citizens. Accounts suggest many recipients spent the funds immediately for basic needs like groceries. Others allocated the $200 for community celebrations coinciding with a national festival.

"I know people are pleased, because you can see, it's bustling, it’s like there’s a big something happening," said a finance manager.

Previous Initiatives and Potential Challenges

This is not the initial attempt the Marshall Islands has experimented with digital currency. A 2018 plan to launch a sovereign cryptocurrency was eventually halted after warnings from global institutions.

Global analysts have highlighted that while the technology is innovative, it carries significant risks, including financial, regulatory, and reputational concerns, especially if governance is lacking.

The outcome of this pioneering program remains hard to predict. "Universal income schemes are uncommon, especially nationwide, and there are few examples that combine this economic model with a tech-based payout system in a remote nation," noted a university lecturer.

Nevertheless, the scheme may present advantages for geographically dispersed island nations. "In a place traditional financial services are sparse, a blockchain option could reduce barriers and allow payments easier, especially for remote communities," she concluded.
